Woman charged with injury to 18-month old daughter

MARTINSBURG, W.Va. --A woman charged with one felony count of child abuse resulting in injury is accused of throwing a glass that struck a beam, shattered and cut her 18-month-old daughter's face, according to court records.

Angela Marie Kackley, 24, of 222 Frederick St., Apt. 2, Martinsburg, was in Eastern Regional Jail Monday night on a $20,000 cash-only bond set by Berkeley County Magistrate Sandra L. Miller, according to magistrate court records.

The child was flown to Children's Hospital in Washington D.C. for emergency surgery after being injured during a domestic argument on July 5 between Kackley and the child's father, according to a complaint filed with the court by Martinsburg Police Patrolman M.J. Somers.

Kackley and the child's father, Charles W. Lowe II, told police that they were arguing, and Kackley said she became irritated and threw a Coca-Cola glass at Lowe, according to court records.

The glass struck a support beam beside Lowe and shattered, according to court records.

Lowe told police that while cleaning up the glass he noticed the girl's face was bleeding, according to court records.

She was sitting in a red Elmo chair behind Lowe when the incident happened, according to court records.
