MARTINSBURG, W.Va. - A capias order was issued Monday for the arrest of a Martinsburg woman who was charged with child neglect after her 2-year-old girl was found shoeless and without a coat on a cold, wet Martinsburg street in October 2008.

Bailey's trial is scheduled begin July 22, but attorneys handling the case have made arrangements to have her competency evaluated by a physician who is expected to travel from Morgantown, W.Va., before then.
