Motorcycle-licensing program offered Wednesday

WASHINGTON COUNTY -- The Maryland Motor Vehicle Administration will offer a "fast-track" motorcycle-licensing program Wednesday as part of an effort to encourage unlicensed motorcyclists to become legal, Washington County Sheriff's Department Cpl. James Holsinger said.

The program is part of a kickoff event for Motorcycle Safety Awareness Month and the start of the motorcycling season, he said.

Normally, to obtain a class "M," or motorcycle, license in Maryland, most applicants must hold a learner's permit for at least 14 days, or complete a seven-hour or 17-hour motorcycle safety course, according to the MVA website.

At Wednesday's event, the learner's permit requirement and 14-day waiting period will be waived, Holsinger said. Participants will be prepped for and administered a knowledge test and on-cycle skills test, will be given an eye test, and can leave the same day with a motorcycle license, according to an event flier.

Holsinger said the event was meant for people who already have motorcycle experience. Those without riding experience would be unlikely to pass the test and should consider a training course, he said.

"There's amnesty for that day for these nonlicensed motorcycle riders to go to the MVA with their own bikes, and they can do it all the same day," he said.

Holsinger said he thought there were probably "a number of folks" riding motorcycles in the area who have driver's licenses, but not the necessary class "M" certification.

Wednesday's licensing program is from 9 a.m. to 4:30 p.m. at the Hagerstown MVA. Participants must use their own street-legal motorcycle, and wear an approved helmet and eye-protection.

The Motorcycle Safety Awareness Month kickoff event also will include the presentation of a governor's proclamation and comments by local dignitaries during a ceremony at 10 a.m., Holsinger said. In addition, a computerized on-road motorcycle training simulator will be set up for demonstrations, the MVA said in a news release.
