Doris J. Nipps, the executive director of PenMar Development Corp., has been named to The Daily Record's 2010 list of Maryland's Top 100 Women.

Nipps, a Hagerstown resident, has served as a Washington County Board of Education member and a Washington County commissioner.

The Daily Record, a statewide business and legal newspaper, annually chooses a "Top 100 Women" to "recognize outstanding achievement by women as demonstrated through professional accomplishment, community leadership and mentoring," according to a news release on Nipps' selection.

"I am very happy about being selected, especially since most of the women selected are from Baltimore and the more metropolitan counties," Nipps wrote in an e-mail. "I hope this honor will bring recognition to Washington County and especially the women who work in volunteer and paid positions to make Washington County a better place to live and work."

A Top 100 Women awards event will be May 3 in Baltimore.

Nipps has volunteered with the Maryland Symphony Orchestra's board of directors, The Maryland Theatre's board of directors and the Washington County Humane Society. She is a 2005 graduate of Leadership Maryland.

PenMar Development Corp. is a state-created nonprofit organization overseeing the transition of the former Fort Ritchie Army base in Cascade to civilian uses.
