$2.811 million contract awarded for emergency housing unit

WASHINGTON COUNTY -- The Washington County Commissioners voted unanimously last week to award a $2.811 million contract for the construction of an emergency housing unit at the Washington County Detention Center to Palmer Construction Co. Inc. of McConnellsburg, Pa.

Palmer's bid for the project was the lowest of 14 the county received, county purchasing agent Karen R. Luther said.

The 96-bed emergency housing unit is the first phase of a larger expansion project to address overcrowding at the Washington County Detention Center, according to the County's Capital Improvement Plan.

In November, Sheriff Douglas W. Mullendore told the commissioners that the detention center was over capacity for both male and female inmates.

Jail crowding makes management more difficult, compromises classification systems, makes jail counts more stressful, and can lead to increased violence and contraband, Mullendore said then.


The construction bid was lower than the architect's construction cost estimate of $2,851,558, according to a report from Luther.

The project's total budget is about $3.19 million.

In addition to building the housing unit, the construction contract includes excavation, backfill site grading, removal of unsuitable materials from the site, and installation of security fencing.
