Col. David N. Ramsey was recently promoted to that rank in a ceremony at the Pentagon in Washington, D.C., attended by family and friends, including his mother, Ingeborg, his father, MSG (Ret) William, and his wife, Sharon.

Col. Ramsey grew up in Hagerstown and is a 1974 graduate of South Hagerstown High. He is a graduate of the Maryland Army National Guard OCS program, U.S. Army Engineer School, Command and General Staff College, and is a student in the U.S. Army War College. He also holds a master's degree from the University of Maryland. Col. Ramsey served in Iraq in 2006; his next assignment is at Fort Leavenworth, Kan., for training and then he will deploy to Afghanistan.

Col. Ramsey and his wife live in Westminster, Md., and have a son, Brandon; daughter-in-law, Jessie, and granddaughter, Cassey.

Senior Airman Ralph H. "Chip" Kershner III, son of Ronda and Kenny Sisk of Hagerstown, Skip and Diane Kershner of Falling Waters, W.Va., and grandson of Dorothea Kershner of Hagerstown, was promoted in October to staff sergeant.


Kershner and his wife, Jess, are stationed at Charleston Air Force Base, S.C.

Kershner is a 2000 graduate of Smithsburg High School.

Air Force Airman Ross M. Carpenter, son of Charles and Rose Carpenter of Hagerstown, graduated from basic military training at Lackland Air Force Base, San Antonio.

Carpenter is a 2007 graduate of South Hagerstown High School.
