Tody was a previous member of the Williamsport Town Council. He was head of the police department.
He was a member of Virginia Avenue Church of God, where he was very active in the senior group and many other activities within the church.
He was also a member of Potomac Post No. 202 American Legion Williamsport, Md., and the NRA.

"Jay" Grimes and his wife Vicki "Chic" of Williamsport, Md.; Granddaughter: Brandy L. "Muff" Osborne and her husband Craig of Williamsport, Md.; Grandson: Jay Todd Grimes and his wife Jodi of Williamsport, Md.; Great-grandchildren: Casey N. Osborne, KarIi L. Grimes and Colin B. Osborne; Sister: Berneda "Peck" Myers of Williamsport, Md.; Brother: Roger T. Grimes and his wife Patsy of Williamsport, Md.; Brother-in-law: Richard Ambrose of Hagerstown, Md.; Sister-in-law: Helen Morehead of Glen Burnie, Md.; Sister-in-law: Virginia Perna of Brentwood, Calif.; Sister-in-law: Martha Wyand of Williamsport, Md.; Sister-in-law: Martha Ambrose of Hagerstown, Md.; Numerous nieces and nephews
He was predeceased by two sisters: Roberta Carter and N. Elizabeth Fink and one brother John B.H. "Andy" Grimes. Jr.
The family will receive friends at the Osborne Funeral Home, 425 S. Conococheague St., Williamsport, Md., on Friday, Nov. 20, 2009, from 6 to 9 p.m. The funeral home will be open after 9 a.m. Friday for the convenience of family and friends.
Funeral services will be held at Virginia Avenue Church of God, 17306 Virginia Ave., Hagerstown, Md., on Saturday, Nov. 21, 2009, at 11 a.m. with the Rev. Don W. Goude and the Rev. Shawn Bushman officiating. Interment will be in Greenlawn Memorial Park, Williamsport, Md. Military honors will be provided by AMVETS Post No. 10 and Marine Corps League of Hagerstown, Md.
