"It is a difficult, difficult job that you undertook," Ridenour said. "We are very appreciative of your efforts."
Ridenour said Schools Superintendent Elizabeth Morgan and the board will review the committee's recommendations next month.
He said at least one public hearing will be held in early January before any decisions are made.
The board will take a final vote Jan. 19.
