From February to June, the rate was 10 percent or higher four out of five months.

The state of Maryland's unemployment rate increased from 7.0 percent in August to 7.1 percent in September. It has stayed higher than 7 percent since April, when it was 6.6 percent.

For the Hagerstown-Martinsburg, W.Va., metropolitan statistical area, the unemployment rate was 9.0 percent in September, department data shows.

September was the third straight month the rate has dropped since hitting 10.1 percent in June.
