Teacher accused of sex abuse among 57 indicted this week

MARTINSBURG, W.Va. -- A former Musselman Middle School teacher accused of having a sexual relationship with a 14-year-old male student earlier this year was one of 57 people named in indictments this week by a Berkeley County grand jury.

Stephanie Jo Walters, 28, of 40 Grindstone Drive in Hedgesville, W.Va., was indicted on counts of sexual abuse by a person in a position of trust, third-degree sexual abuse and solicitation of a minor through the use of a computer, according to Prosecuting Attorney Pamela Jean Games-Neely's office.

Walters was employed by Berkeley County Schools for five years at the Inwood, W.Va., school before she was terminated in May by the Berkeley County Board of Education.

The boy allegedly involved with the teacher told a Berkeley County Sheriff's Department investigator in an interview he got Walters' mobile phone number at a basketball game in December 2008, and began receiving text messages "of a sexual nature" from Walters in February, according to court records.

The boy also said he received sexually explicit messages from Walters through the MySpace social networking Web site, police have said.

On April 3, Walters allegedly approached the student during lunch and they went to a janitor's closet in the school, where they kissed and she allowed him to touch her breasts, but not beneath her shirt, police have said.

The student also said Walters touched his chest and arms while they kissed, police have said.

Walters was married at the time of her arrest and had two young girls, according to county records and her attorney.

Walters had passed a criminal background check prior to employment, school officials have said.

The following people indicted by a Berkeley County grand jury



The following people were indicted Wednesday by a Berkeley County grand jury, according to Berkeley County Prosecuting Attorney Pamela Jean Games-Neely's office.

o Kirk D. Jones Jr., 32, of 1000 North St. in Martinsburg, W.Va., on two counts of malicious assault in March.

o Dustin W. Rhodes, 28, incarcerated at Eastern Regional Jail, on two counts of first-degree robbery, two counts of conspiracy to commit robbery and two counts of burglary in April.

o Aaron C. Rockwell, 32, of 719 Providence Church Road in Hedgesville, W.Va., on two counts of first-degree robbery, two counts of conspiracy to commit robbery and two counts of burglary in April.

o Kevin C. Lightfoot, 19, of Jamaica, N.Y., on counts of possession with intent to deliver cocaine, forgery and possession with intent to deliver marijuana in December 2008.

o Barbara J. Morris, 38, of P.O. Box 552/55 Vinegar Court in Falling Waters, W.Va., on one count of delivery of cocaine in March 2008.

o Marc A. Kilmer, 33, of 794 Avondale Road in Martinsburg, on counts of driving revoked for driving under the influence third offense, fleeing while DUI from a law enforcement officer, fleeing from a law enforcement officer by means other than a vehicle, battery on a law enforcement officer, obstruction and DUI second offense in February.

o David R. Bussard, 35, of Williamsport, on counts of attempted murder, malicious assault and wanton endangerment in February.

o Roger W. Cameron, 53, of Stephens City, Va., on multiple counts of sexual abuse in April 2007.

o Jerry W. Grove, 40, of 149 Lisa Court in Martinsburg, on one count of child abuse causing bodily injury in December 2008.

o Joshua W. Wilkinson, 20, incarcerated at Eastern Regional Jail, on counts of grand larceny, conspiracy and destruction of property in June.

o Dennis W. Taylor, 42, of 1616 Winchester Ave. in Martinsburg, on counts of burglary and destruction of property and two counts of battery on a law enforcement officer in March.

o Shera D. Evy, 28, incarcerated in Eastern Regional Jail, on two counts of petit larceny second offense and one count of uttering and conspiracy in June.

o Jessica L. Phelps, 34, of 894 Middleway Pike in Inwood, W.Va., on one count of petit larceny second offense in September 2008.

o Diane E. Marcy, aka Diane Everhart, 55, incarcerated in Eastern Regional Jail, on counts of forgery, uttering and 15 counts of forgery of a credit card in June and July.

o Shawn M. Bell, 26, of 119 N. Spring St. in Martinsburg, on two counts of failure to register as a sex offender in 2008 and 2009.

o Elliston M. Sauer, 32, of 10431 Winchester Ave. in Bunker Hill, W.Va., on five counts of failure to register as a sex offender in June and November 2008 and January 2009.

o Scott D. McDonough, 46, of Leesburg, Va., on one count of failure to register as a sex offender between 2008 and 2009.

o Phillip P. Meadors, 51, of 214 N. Princess St. in Shepherdstown, W.Va., on three counts of embezzlement by misuse of power of attorney and three counts of misappropriation of misuse of assets of elder person or incapacitated adult in August and September 2007.

o Mark W. Lowman Jr., 31, of 6636 Winchester Ave. in Inwood, on one count of child abuse resulting in injury in July.

o Michael A. Chipley, 45, of Frederick, Md., on multiple counts of sexual abuse between 2008 and 2009.

o Christian D. Houston, 18, of 602 Faulkner Ave. in Martinsburg, on one count of first-degree sexual abuse.

o Scott E. Minnick, 28, of Williamsport, on multiple counts of sexual abuse in 2009.

o Jacob F. Beitzel, 29, of 110 Morrow Ave. in Martinsburg, on one count of conspiracy to uttering in June.
