Two charged in sex assault of teen girls

HAGERSTOWN -- A 14-year-old girl and a 15-year old girl were sexually assaulted by three males in a Motel 6 motel room on Massey Boulevard over the weekend, according to Washington County District Court records.

The 14-year-old said she was struck in the face after she refused to perform oral sex on one of the males, court records show.

One of the males charged -- a 17-year-old from Baltimore -- allegedly forced the 14-year-old onto a bed and struck her in the back before the three males allegedly had sex with the girls, according to court records.

The juvenile has been charged with first- and second-degree rape, and second-degree assault, court records show.

Luis Manuel Pastor, 22, of 148 E. Franklin St., Hagerstown, is facing charges including first- and second-degree rape, first- and third-degree sex offense, kidnapping a child younger than 16, possession of a controlled dangerous substance and possession of marijuana, according to court records.


The juvenile and Pastor were being held without bond Tuesday night at the Washington County Detention Center.

On Saturday, Detective Kenny Barnhart of the Washington County Sheriff's Office said he was called to investigate the alleged sexual assault and was told that the 15-year-old girl was at Washington County Hospital, court records show.

The girl said she was raped by three males in the room, Barnhart said in a criminal complaint.

With that information, three sheriff's department officers went to room 356 at Motel 6 and knocked on the door, Barnhart said.

The door was opened and three people in the room were identified as the 14-year-old girl, Pastor and the 17-year-old male from Baltimore, Barnhart said.

Deputy 1st Class B. Jones said Pastor was in a bathroom, where a toilet was flushed several times. Jones said he went in the bathroom and saw a large amount of marijuana in the toilet.

In a police interview regarding details leading up to the motel incident, the 14-year-old said she and the other girl met the males Friday at the JNC Daily Store in Hagerstown, court records show. During a phone call later Friday -- court records show conflicting reports of who called whom -- arrangements were made for the girls to be picked up in a vehicle.

"She (the 15-year-old girl) stated three males came and they got into a white Ford SUV," according to court records.

The 15-year-old girl said that during the ride, she and the other girl took part of a pill, which they were told would make them dizzy, court records show.

The 15-year-old said when she and the other girl went to the motel room with the three males, they all drank alcohol, and the two girls were sexually assaulted by the males, court records show.

The 15-year-old said she ran out the door after the incident and the 14-year-old said she opened the motel room door when police came because she knew that was her way out, according to court records.

Pastor denied having sex with the girls and the juvenile male told police he wanted to speak to an attorney, said court records.

No information on the third male accused of being involved was available Tuesday from court records or police.
