Fisher fired a 5-under-par 67 and rallied to edge 12-time champion Pat Carter by one stroke. Fisher ended with a 72-hole stroke total of 285.
Chuck Ingram, formerly of Boonsboro and now residing in Shepherdstown, W.Va., had a final-round 80, ending with a 301 in a tie for 22nd place.

Mills shines for Portland
ALTOONA, Pa. -- Former Clear Spring star Adam Mills continued his pitching dominance in the Eastern League on Thursday as the Portland Sea Dogs beat Altoona, 6-1.
Mills won his eighth straight game, a Portland franchise record, and moved to 10-5 on the season as he allowed only five hits with no walks over eight innings against Altoona. He struck out eight.
Mills went 6-0 with a 2.31 earned run average in July as he rebounded from a 2-5 start. He has not lost a game since June 21.
Portland is a Double-A affiliate of the Boston Red Sox.
