Lumm takes over as clerk

A new clerk has started working with the Washington County Commissioners.

Vicki C. Lumm was sworn in Tuesday, replacing Joni Bittner, who retired July 1 after 28 years.

Lumm was a legal secretary in the county attorney's office for 10 years.

Lumm, 54, is a lifelong Washington County resident.

She graduated from South Hagerstown High School in 1973 and has a paralegal certificate from Hagerstown Community College.

Lumm said she has a son, Brian, who is 29. Another son died.

She and her husband, Martin, live north of Hagerstown.

Lumm said she was a stay-at-home mother for years before going to work for the county.

When she found out Bittner was retiring, Lumm was interested in the job.

"This was one I thought my skills would fit," she said.


She said she's familiar with many issues through her work in the county attorney's office.
