WINCHESTER, Va. - William Franklin Cowherd of 290 Westminster Canterbury Drive, Winchester, died July 5, 2009.

He was born Nov. 28, 1915, in Cumberland, Md.

He was the son of Lewis Quarles Cowherd and Blanche Haller Cowherd.

Mr. Cowherd graduated from Allegany High School in 1933 and Catherman's Business School in Cumberland. He was employed by Potomac Edison for 42 years, working in Cumberland, Winchester and Charles Town. He retired as central division manager in Martinsburg, W.Va.

During World War II, Mr. Cowherd served four years and nine months in the U.S. Army, with duty stations including Okinawa. He was discharged as master sergeant, 74th Coast Artillery Regiment, in 1946.


He was married for 49 years to Eloise Colomy Cowherd, who preceded him in death. He married Polly A. Cowherd in 1992, who also preceded him in death.

Surviving are two sons, Dr. William F. Cowherd II and Robin L. Cowherd and wife, Karen; one daughter, Nancy A. Cowherd; five grandchildren, Robert Cowherd and wife, Jen, Jonathan Cowherd, his wife, Allison, and son, Parker, Erin and husband, Aaron Swemba, Sarah Cowherd and Meredith Cowherd; one brother, John D. Cowherd and wife, Bunny; and two nephews.

Mr. Cowherd was a member of Fort Cumberland Lodge No. 211 of Masons, Cumberland; Scottish Rite of Free Masonry, Cumberland; Ali Ghan Shrine Club of Cumberland; Winchester Shrine Club; Potomac Edison Forerunners; past president, Martinsburg Rotary Club, Exhausted Roosters, Martinsburg; past president, Charles Town Chamber of Commerce; former member of Jr. Chamber of Commerce in Cumberland, Winchester and Martinsburg; and a member of Grace Evangelical Lutheran Church, Winchester.

A memorial service will be held at Grace Evangelical Lutheran Church in Winchester Thursday, July 9, 2009, at 3 p.m. with Pastor James Utt officiating. The family will meet with friends following the service. Burial will be private.
