City woman charged with prostitution

July 01, 2009

A Hagerstown woman was charged with prostitution Tuesday after a plainclothes police officer asked her about oral sex, according to Washington County District Court records.

Jeannine Heather Ricketts, 51, of 1729 National Pike, was being held Wednesday night in the Washington County Detention Center on $8,000 bond, a jail spokesman said.

Hagerstown Police Department Detective M. Kovac said in court papers city police officers were working on a prostitution detail downtown Tuesday afternoon when he approached Ricketts in a North Prospect Street area where there have been frequent prostitution complaints.

Kovac, who was driving an unmarked car, said he pulled up to Ricketts and asked her if she needed a ride.

"Ricketts advised she did, at which time I asked if she was working again (and) Ricketts said yes," Kovac said in a written complaint.

Kovac said he asked Ricketts how much it would cost for oral sex and she replied $30, according to court records.

The prostitution charge carries a possible penalty of up to a year in jail and/or a $500 fine.
