Rachel Arlene (Shipley) Voelker, 98, died Wednesday, June 17, 2009, at Coffman Nursing Home, Hagerstown, Md.

Born Nov. 5, 1910, in Downsville, Md., she was the daughter of the late Lester Avis and Nina (Hemphill) Shipley. She was the wife of the late David W. Carbaugh, who died in 1946, and Jacob T. Voelker, who died in 1977.

Rachel was a member of Jehovah's Witnesses, Kingdom Hall, Hagerstown.

Rachel is survived by one daughter, Norma J. Ridenour of Hagerstown; four grandchildren, Tanya R. Ridenour, Randy R. Watkins Jr., Shannon Watkins and Michael Watkins; and two great-grandchildren.

In addition to her husbands, Rachel was preceded in death by one son, Randy R. Watkins; three brothers; and three sisters.

The graveside service will be 1 p.m., Monday, June 22, 2009, at Salem Church Cemetery, 17626 Bakersville Road, Boonsboro, Md. Elder Richard G. Myers will officiate.

The family suggests memorial contributions may be made to Jehovah's Witnesses, Kingdom Hall, 30 Nottingham Road, Hagerstown, MD 21740.
