Police find 23 packets of heroin

MARTINSBURG, W.Va. -- Two Martinsburg residents were arrested Thursday after investigators working on an ongoing narcotics probe entered an apartment at 200 E. King St. and found 23 packets of heroin, according to a Martinsburg Police Department press release.

Steven Douglas Orr Jr., 30, of 200 E. King St., Apt. 2, and Amber Dawn Rockwell, 25, of 312 Athletic St., each were charged with possession with intent to deliver heroin, the release said.

Douglas and Orr were being held in the Eastern Regional Jail Thursday night and no bond had been set for them, a jail spokesman said.

Martinsburg Police Department officers and Eastern Panhandle Drug and Violent Crime Task Force members searched the apartment after a forced entry, the release said.

Rockwell was in the living room and Orr was near a back bedroom, police said.

The 23 packets of heroin were found in a container in a back bedroom, police said.
