"I just read in the paper where they want to give all of these illegal immigrants free college tuition. I think that's terrible that they're gonna give these people this money. We have been paying taxes our entire life. My children have both started to work when they were 16, and by the time my daughter finishes college, four years of in-state college, she will have approximately $70,000 in school loans." -- Hagerstown

They're standing there talking and smoking. Isn't there some kind of an ordinance, and who do you contact to get rid of this kind of behavior?
