MARTINSBURG, W.Va. -- A Hagerstown couple was in Eastern Regional Jail Tuesday night on charges of dealing crack cocaine after the vehicle they were in was discovered by a Martinsburg police officer to be parked about three feet from the curb, according to court and jail records.

Crystal Lee Smoot, 23, and Lewis Andrew Brown, 27, of 530 Lynne Haven Drive, were arraigned by Magistrate Sandra L. Miller on one felony county of possession with intent to deliver a controlled substance (crack cocaine), according to court records.

Martinsburg Police Department Patrolman J.S. Everhart said in his complaint that he saw the vehicle parked in the 100 block of North Maple Avenue about 2:27 a.m. Tuesday.

While speaking with Brown, Everhart said in his complaint that he noticed the smell of what he believed was marijuana coming from the vehicle and that the defendant seemed very nervous.
