Woman charged with solicitation of prostitution



MARTINSBURG, W.Va. -- A 25-year-old woman on Friday was in Eastern Regional Jail on a felony count of third-offense solicitation of prostitution.

Crystal Lynn Donovan, of no fixed address, was arraigned Friday morning by Berkeley County Magistrate JoAnn Overington, who set a $10,000 bond, according to court records.

A confidential informant met Donovan in the area of War Memorial Park on Thursday and she agreed to perform two sexual acts for $100, according to a complaint filed by Martinsburg Police Department Detective Cpl. S.F. Doyle.

Donovan was arrested after the transaction and police determined she had twice been convicted of solicitation of prostitution in 2006 in another jurisdiction.

If convicted of a third offense, Donovan could be sentenced up to three years in prison.

Man found unconscious arraigned on drug charges



MARTINSBURG, W.Va. -- A man found unconscious in the grocery section of Wal-Mart in Martinsburg last month on Friday was in Eastern Regional Jail after being arraigned on drug charges, according to jail records.

John Wesley Griggs, 47, of no fixed address, was in jail on bonds totaling $60,000 set Friday by Berkeley County Magistrate JoAnn Overington, according to court records.

He was charged with two counts of possession with intent to deliver crack cocaine and one count of conspiracy to delivery crack cocaine, according to court records.

On Feb. 13, Griggs was found unconscious in the Foxcroft Avenue Wal-Mart and a Winchester, Va., fire department officer found a prescription bottle in his possession in the course of trying to identify him, according to a complaint by Martinsburg Police Department Cpl. C.M. Phelps.

The bottle contained 4.7 grams of crack cocaine and Griggs was taken to City Hospital in Martinsburg for treatment, Phelps said. He wasn't arraigned on a charge of possession with intent to deliver crack cocaine until Friday.

Detective Cpl. S.F. Doyle said in a news release Thursday that the Martinsburg Police Department conducted a controlled purchase with Griggs for crack cocaine using a confidential informant.

Upon Griggs' arrest, he was found to have approximately 3.7 grams of crack cocaine in his pocket and mouth that were packaged for distribution, Doyle said in the news release.

Francis Eugene Burkhart, who was with Griggs, also was charged with possession with intent to deliver crack cocaine and conspiracy to deliver crack cocaine.

Burkhart, 27, of 420 Crestview Drive in Inwood, W.Va., was released from custody after posting bail for a $25,000 bond set by Overington, according to court records.
