"I want to know why up in front of Winter Street Elementary School it says no parking from 8 to I think it's 4 or 4:30 in the afternoon when the kids when are in school. Well, today I tried to go up the street, and there was a rig that had to park out in the middle of the street, because the cars were parked there where they're all the time parked, and nobody does nothing about it, and I had trouble getting through because the rig was trying to unload food to take into the school. Now I think it's about time the city does something about them cars parked up there every day when it says 'No parking.'" - Hagerstown
