America is in a financial crisis not seen since the great depression. This is the biggest problem facing governments at all levels, federal, state and local. The City must be ready to access federal stimulus money for major needed infrastructure improvements while dealing with lower revenues for basic operations.

In order to position ourselves for federal funding we need to speak as one community. I have recommended that we form a coalition consisting of local governments, business groups and others to speak with one voice to our federal officials. This type of coalition currently exists and is working at the State level. I am now and will continue to work to achieve this goal.

We need to recognize that in these times tax rate increases are an unacceptable answer to reduced revenue. Some services (e.g. street resurfacing) may need to be curtailed or deferred as we weather this financial storm.
