Lidz, a Realtor with Advantage Realty, said he would use his experience attracting investors to energize the city's business climate.

He said the city has much to offer potential investors but is being held back by a lack of a "cogent vision" leading toward a diversified economy.

Lidz said he would work personally with state and federal legislators not only to secure a share in the federal stimulus package, but to ensure that funding is used to attract high-paying technology and manufacturing jobs to the city.

He said he would seek to expand the University System of Maryland at Hagerstown, Hagerstown Community College and its business incubation center, and other existing assets. He would also seek to attract alternative and renewable energy businesses, bio-tech enterprises, food-processing operations, information technology and telecom businesses, and others.

"As a City Council member, I will make it my personal responsibility to move the question of Hagerstown's economic future beyond fighting over where we put the next Wal-Mart," he wrote in an e-mailed statement. "We can, and must, do SO much better than that!" Lidz has a bachelor of arts degree from the University of Maryland, College Park. He specializes in working with investors interested in renovating residential properties and has tracked the foreclosure market in Maryland since 1999.
