Nigh is seeking her third consecutive term on the council.

A graduate of North Hagerstown High School, Nigh said her most memorable achievements on the council include supporting the central booking facility so prisoners could be processed more easily and the hiring of nine firefighters.

"Per standards, we should have had two men on a truck and we didn't," she said. "There always should have been two. Now we're up to standards." Nigh said she also saw to fruition a proposal that ended a long-running program in which inmates from the Maryland Department of Corrections were dropped off in Hagerstown < rather than their home cities—upon release.

Nigh said she fought "for landlord legislation that made them accountable to maintain their properties." Some of the properties had deteriorated to the point "that they were life-threatening," she said.

Nigh said another of her accomplishments was helping to establish a gang task force to combat the formation of gangs in the city.

One of her biggest disappointments, she said, was seeing businesses open in the downtown area and fail.

"I am the voice of the people," she said. "I've been most effective by listening to the people."
