Man charged with rape held without bond

HAGERSTOWN -- An Ohio man was being held without bond Friday at the Washington County Detention Center on a number of charges, including first-degree rape and second-degree rape.

Robert Lee Fischer Jr., 48, of 417 Jewell Road in Franklin Furnace, Ohio, was charged in connection with five rapes of a young girl between 1999 and 2002, according to Washington County District Court documents. The rapes began after the girl turned 12 years old.

Charges were filed in 2003, according to records.

Fischer has been a fugitive on a warrant for awhile, Washington County State's Attorney Charles Strong said Friday afternoon during a bond review.

The judge ordered Fischer held without bond.

The victim said Fischer was intoxicated during some of the attacks, according to court records.

She alleged that, in addition to the five rapes, Fischer touched her inappropriately and made her participate in other sexual activities.
