Investment services contract awarded to PNC Bank

The Washington County Commissioners voted Tuesday to award a contract for investment services to PNC Bank, N.A., of Baltimore.

The contract is for investment services for the Defined Benefits Retirement Plan for the Employees of Washington County and the Length of Service Awards Program (LOSAP) for county emergency services volunteers. It is a one-year contract, with an option to renew for up to four additional years.

The county received eight proposals for the contract by its deadline and deemed three to have sufficient qualifications, experience and technical proposals, purchasing agent Karen R. Luther said. Of those three -- PNC, MTB Investment Advisors Inc. of Baltimore and C.S. McKee L.P. of Pittsburg -- PNC had the lowest fee schedule, she said.

County awards contract on environmental engineering requirements

The Washington County Commissioners voted Tuesday to award a primary contract for the Division of Environmental Management's engineering requirements to URS Corporation of Baltimore and to approve a standby list of four other consultants.


The standby consultants are John E. Harms Jr. and Associates Inc of Frederick, Md.; Gannett Fleming Inc. of Chambersburg, Pa.; The EADS Group of Cumberland, Md.; and EA Engineering, Science and Technology Inc. of Sparks, Md.

Commissioner Kristin Aleshire voted against the motion in objection to the standby firms that were selected.
