Waynesboro men get jail in string of fires

CHAMBERSBURG, Pa. -- Two Waynesboro, Pa., men charged with setting a series of fires in 2007 and earlier this year will spend seven to 23 months in the Franklin County Jail and pay hefty restitution to the victims.

Scott David Shelly and Matthew Zachary Shifflett received identical sentences Wednesday in Franklin County Court from Judge Carol Van Horn. In addition to the time in jail, they will be on probation for an additional four years.

Shelly, 20, of 115 Tritle Ave., and Shifflett, 21, of 12222 Polktown Road, must also pay $156,848.33 in restitution for setting fire to a barn, a house and several portable toilets, according to court records.

Both pleaded guilty in October to two counts each of criminal mischief, according to court records.

Pennsylvania State Police said the two men were responsible for a Sept. 10, 2007, barn fire at Egolf Farms on Rock Hill Road in Quincy Township. Shifflett and Shelly poured gasoline inside the barn and set it on fire, returning after firefighters arrived to watch them put it out, police said.


On April 3, 2008, they set fire to two portable toilets at construction sites near Greencastle, Pa., and Waynesboro, police said.

Two days later, there was a house fire at 511 Cleveland Ave. in Waynesboro, followed three days later by another portable toilet fire at a construction site in Greene Township near Chambersburg, police said.

On April 14, a junior firefighter with the Chambersburg Fire Department told police he had information that Shifflett and Shelly were behind the fires. The two men were questioned by police two days later and admitted they were responsible, police said.
