CHARLES TOWN, W.Va. - Chester Paul Foley, 67, of Charles Town, died Thursday, Nov. 20, 2008, at his home of brain cancer.

Born Aug. 9, 1941, in Gap Mills, W.Va., he was the son of the late William Riley Foley and Phoebe Marie Sizemore Foley.

He was employed by the Internal Revenue Service in Martinsburg, W.Va., as a federal police officer for 43 years.

He was a member of Leetown (W.Va.) United Methodist Church and Crossroads Church in Charles Town, W.Va.

He was a member, former president, ran the bingo program and received the Melvin Jones Award of Charles Town Lions Club, and a member of Moose Lodge 948, Jackson-Perks American Legion Post 71, VFW Post 3522 and Knights of Pythias, all of Charles Town.

He is survived by his wife, Joyce Foley of Falling Waters, W.Va.; one daughter, Tiersa Carper of Ranson, W.Va.; one sister, Eileen Jones of Huntington, W.Va.; three brothers, Floyd Foley of Vienna, Va., John Foley of Waynesburg, Pa., and Alonzo Foley of Mullens, W.Va.; one granddaughter; and nieces and nephews.

He was preceded in death by one sister, Imogene Walker; and one brother, Kyle Foley.

Services will be Monday at 11 a.m. at Eackles-Spencer and Norton Funeral Home, Harpers Ferry, W.Va. Pastor B.J. Taylor will officiate. Burial will be in Edge Hill Cemetery, Charles Town.

The family will receive friends Sunday from 6 to 8 p.m. at the funeral home.
