Greencastle school district sells land to water authority

GREENCASTLE, Pa. - Water is the most abundant resource on the planet. But lack of quality H2O has brought added revenue to the Greencastle-Antrim School District.

Greencastle-Antrim school board members voted unanimously Thursday night to approve the sale of 4.36 acres of its "south campus" to the Greencastle Area Water Authority.

The "south campus" refers to the area across Leitersburg Street from Greencastle-Antrim schools. The property sold for $187,468.75,

"Decent water is a scarce commodity," said superintendent C. Gregory Hoover. "Hopefully it will help bring in development to the area."

Hoover said the sale has been in the works for more than two years when a well was drilled in the area and consumable water was found.


n In other school district business, the board heard from Greencastle-Antrim Elementary School principal Chad Stover concerning second-year guidelines for the School Improvement Plan.

The school did not meet Adequate Yearly Progress (AYP) standards based on the Pennsylvania System of School Assessment (PSSA) in 2007 and was placed in School Improvement I status.

The school made an initial plan, improved scores and is now in the 'Making Progress or Warning' category - one step below meeting AYP standards.

Stover presented the second-year plan, "Getting Results: Year 2 Revision Tool," in which he outlined 12 goals formed by the School Improvement Team made up of school faculty and administration.

To meet AYP standards - part of the No Child Left Behind Act - students must achieve 63 percent proficiency in reading and 56 percent proficiency in math.

The school board voted unanimously to approve the plan.

n The board also heard a presentation from Mark Barnhart of E.I. Associates regarding bid specifications for renovations at the Greencastle-Antrim Primary School.

The board tabled a vote to authorize bidding on the project, which would correct problems at the loading dock and install a new walk-in freezer to maximize storage.

District business manager Richard Lipella said the renovations - estimated at $250,00 - are necessary for the cafeteria and kitchen, which were previously satellite areas. Lipella said the funds for the project are not currently in the district budget, but that the money could be taken out of alternate funds.

The district tabled the vote to give its facilities committee an opportunity to review the plans.
