Board of Education approves master plan



The Washington County Board of Education approved the school system's master plan document Thursday.

The vote was 6-0, with Board Member Paul W. Bailey absent.

The five-year comprehensive plan links funding to strategies aimed at improving student achievement and school performance.

The plan will be reviewed by the Maryland State Department of Education.

Contract for preconstruction management services approved



A contract with Hess Construction Engineering Services for about $65,000 in preconstruction management services for a future Eastern Primary School was approved Thursday.

Another $1.3 million also was approved to be spent on construction administration management services from Hess Construction pending the approval of Eastern Primary School.

The vote was 6-0 with School Board Member Paul W. Bailey absent.

Fountain Rock cafeteria contract approved



The Washington County Board of Education approved about $1.5 million to build a cafeteria at Fountain Rock Elementary School.

The vote was 6-0 with Board Member Paul W. Bailey absent.

The contract was awarded to Roy C. Kline of Smithsburg.

Kline was the second-lowest bidder, but was decided to be the lowest responsible bidder on the project, which is expected to be completed by the start of the next school year.

The lowest bid of $1.4 million was submitted by Waynesboro Construction Co. Inc., but according to documents, the company did not include the cost of the mechanical equipment in a portion of their bid.

School officials said the mistake was unintentional.
