Hagerstown man charged with sex abuse of toddler waives prelim

A Hagerstown man charged with sexually abusing a 2-year-old boy waived his right Wednesday to a preliminary hearing in Washington County District Court, court records show.

Charges against Joshua Cooper Frush, 32, of 56 East Ave., will be forwarded to Washington County Circuit Court, court records show.

Frush was charged with first-degree sex offense, first-degree child abuse resulting in severe physical injury, sexual abuse of a minor, second-degree sex offense, child abuse by someone with temporary custody and second-degree assault, court records show. He was being held without bond at the Washington County Detention Center.

The alleged abuse was reported July 8 by staff at Washington County Hospital, where the boy was taken with serious bruising, Hagerstown Police Department Detective Shane Blankenship wrote in charging documents. The boy's mother said she left the boy and his older brother with Frush while she was at work the evening of July 7, Blankenship wrote. After failing a polygraph exam, Frush confessed to sexually abusing the boy while he was changing his diaper, Blankenship wrote.
