It was Federal's first loss in tournament play this year after 16 consecutive victories.
Mill Creek scored seven times in the top of the fifth inning to break open an 8-5 game, then held Federal scoreless in the bottom half of the inning to win via the 10-run rule.
Mill Creek pounded out 16 hits, including four by Jason Todd and two homers from Alec Kisena. Todd went 4-for-4 with a three-run homer and finished a triple short of the cycle as Washington secured its first win in the tournament.
