Why are yellow lines painted on West Franklin Street?

Question: "I would like to know why the yellow lines were painted on the left lane in the 400, 500, 600, and 700 blocks of West Franklin Street."

-- Hagerstown

Answer: Assistant City Engineer Jim Bender said the lines are there to restrict the use of the left lane to improve safety at Winter Street Elementary School.
