$6.7 million contract awarded to finish capping Resh Road Landfill

The Washington County Commissioners on Tuesday awarded a $6.7 million contract to finish capping the Resh Road Landfill.

The winning bid from Kinsley Construction Inc. of Timonium, Md., was almost $2.3 million below the project engineer's estimate and was the lowest of seven bids received for the project.

Other companies to bid on the contract included Ross Contracting Inc. of Mt. Airy, Md.; Pavex Inc. of Camp Hill, Pa.; Penn Env. & Remediation Inc. of Hatfield, Pa.; Harnden Group Inc. of Mechanicsburg, Pa.; Sargent Corporation of Stillwater, Maine; and C. William Hetzer of Hagerstown.

The capping project includes covering with soil the trash in cells one through five of the landfill, installation of an active landfill gas collection system and modifications to two storm-water management ponds, said Dave Mason, Washington County environmental engineer.


The base contract is for $5.6 million and includes more than $1.1 million in contingency costs, which Mason said could be used to pay for additional soil or other materials, a change in slope or additional processing.

"Basically, it's to cover ourselves in the case of unforeseen circumstances," Mason said.

Mason said the capping project should be finished in 2010.

The first phase of the capping project, which included three cells on the north side of Resh Road, was finished last year by Pavex Inc.

The county commissioners filed a lawsuit related to the capping project against a state agency last year.

That suit states that the Maryland Environmental Service was contracted to plan both capping phases, but planned only the first phase.

The agency contends that it was paid only to plan the first capping phase.

County Attorney John M. Martirano said Tuesday that the case is scheduled to go to trial Oct. 27.

The Washington County Commissioners voted 4-0 Tuesday to approve funding for phase two of the Resh Road Landfill capping project.
