Man arraigned in water district theft

MARTINSBURG, W.Va. - A 45-year-old man who was in Eastern Regional Jail on Monday evening for allegedly stealing brass and copper from the Berkeley County Public Service Water District told police he was selling it to pay for heroin, according to county magistrate court records.

Joseph A. Johnson, no fixed address, was in jail on charges of petit larceny, transfer of stolen property and destruction of property, as well as three misdemeanors stemming from his alleged attempt to avoid arrest, according to court records.

Magistrate Sandra L. Miller set a $20,500 bond for Johnson, who was jailed Saturday, according to court records.

On Friday morning, the defendant was nearly captured at the water district's facility off Williamsport Pike by employees of the utility provider, according to West Virginia State Police Trooper R.D. Eshbaugh's complaint.

After discovering that a water metering device was missing, employees locked a gate at about 9:30 a.m. to prevent Johnson from leaving the property in a black Honda Accord, records state.

Johnson allegedly smashed through the front gate and fled, according to Eshbaugh's complaint. The water district later reported $700 in stolen brass and copper, and $400 in damage to a concrete block wall and front gate, according to court records.

Eshbaugh caught up with the defendant about an hour later on Friday after a high-speed pursuit on Berkeley Station Road.

Pa. police warn of dog-selling scheme

CHAMBERSBURG, Pa. - Chambersburg police were alerting the public to a scheme they discovered within the online classified advertising of an area newspaper.

In an ad, the seller claimed to have a Yorkshire terrier puppy in need of a new home now that the seller was working in the missions field in Africa, police said.

The poster asked that buyers use Western Union to transfer money, police said.

"Individuals buying pets over the Internet should look into the seller/breeder and determine if they are legitimate," police stated in a news release.

Pa. man charged in assault of woman

CHAMBERSBURG, Pa. - A Greencastle, Pa., man was charged with simple assault and criminal trespass after allegedly hitting his ex-girlfriend and twisting her neck at about 9 p.m. Sunday, Chambersburg police said.

Fawnell V. Burkett, 47, of 4884 Stone Bridge Road, returned to the scene of the incident on East McKinley Street after officers arrived, police said.

City police respond to numerous calls

The Hagerstown Police Department responded to the following incidents recently, according to spokeswoman Barbara Pickett:

Friday

· At 2:43 a.m., an assault was reported in the first block of West Baltimore Street.

· At 9:20 a.m., an unattended death was reported on CSX property on South Potomac Street.

· At 3:39 p.m., child neglect was reported in the 200 block of Frederick Street.

· At 5:04 a.m., graffiti was reported on motor vehicles at four locations in the 1000 block of Fairview Road.

· At 7:11 p.m., child endangerment was reported in the 1100 block of Glenwood Avenue.

· At 7:27 am., graffiti was reported on Glenwood Avenue and Fairview Road.

· At 9:12 p.m., Gerald Anthony Tonsil, 16, and Jakerien Anthony Tonsil, 14 months, were reported missing from the 300 block of Yorkshire Drive. Jakerien was returned at 6:26 p.m. and Gerald returned at 11:30 p.m.

· At 9:23 p.m., vehicle violations were reported at Downsville Pike and South Potomac Street. A 51-year-old Hagerstown man was arrested.

· At 9:29 a.m., a green 1998 Dodge Neon with Maryland license plate No. CPS252 was reported stolen from the 800 block of West Franklin Street.

· At 6:52 p.m., second-degree assault was reported in the 200 block of Willard Street. A 37-year-old Hagerstown man was arrested.

· At 10:16 p.m., knives were confiscated in the first block of West Baltimore Street.

Saturday

· At 12:28 a.m., tires were reported damaged in the first block of Wayside Avenue.

· At 3:59 a.m., property damage was reported at seven locations in the 500 block of Surrey Avenue, the 400 block of Summit Avenue and the 400 block of Virginia Avenue. Two Hagerstown women, ages 23 and 30, were arrested.

· At 11:20 a.m., a vehicle's ignition was reported damaged in the 300 block of Wakefield Road.

· At 2:50 p.m., a purple-and-white 26-inch, 18-speed Dyno Lyric bicycle was found in the 100 block of North Jonathan Street.

· At 3:36 p.m., Maryland license plate tag No. 939261G was reported stolen from the 200 block of Devonshire Road.

· At 3:32 p.m., a purse was reported stolen from Eagles Club on North Locust Street.

· At 5:51 p.m., drug violations were reported in the first block of Broadway and a 19-year-old Maugansville man was arrested.

· At 6:31 p.m., a red 20-inch Next Wipeout bicycle was reported stolen from the 200 block of East Franklin Street.
