SB 161 - Changes recipient of previous state funding for the Barbara Ingram School for the Arts in Hagerstown from mayor and city council to board of directors of Hagerstown Neighborhood Development Partnership Inc. Senate Budget and Taxation Committee to hold hearing Jan. 30.
