Letter from Allegheny Power President David E. Flitman

Dear Delegate McKee:

We have heard loud and clear the concerns expressed by the Western Maryland Delegation members, the Maryland Public Service Commission, our residential customers and the media regarding the implementation of our Watt Watchers Energy Efficiency Light Program. We acknowledge that there are some concerns associated with the distribution of the energy efficient light bulbs and we acknowledge that we could have done a better job of clearly advertising to customers the cost of the Program. For this, Allegheny Power accepts full responsibility for the customer confusion and delivery issues. We are truly regretful and offer our sincere apologies.

We also share your desire to address these concerns as soon as possible. To this end, we are working diligently to respond to customers' inquiries on delivery issues with the bulbs and to revalidate the costs and benefits of the Program. In addition, on Jan. 16, the Maryland Public Service Commission will review our overall plan, including customer concerns and how we implemented the distribution of the compact fluorescent lights. At the meeting, we will give the Commission a copy of your letter and make sure that they are aware of the concerns that you and your constituents have expressed.

We stand ready to take whatever corrective actions are deemed necessary by the Commission. I am enclosing information about the Program, which we provided to the Commission on Jan. 14 for their review this Wednesday.
