Hagerstown gives OK for GangNet participation

The Hagerstown City Council on Tuesday gave its unofficial approval for the police department to participate in GangNet, a database that provides information on gang-related activities to local law-enforcement agencies.

Police Chief Arthur Smith said the program will be free to the city and is managed by the Baltimore/Washington High Intensity Drug Trafficking Area Office.
