Learner's permit to be tied to attendance for those younger than 16

A new law affecting young drivers in Maryland takes effect today.

The Maryland Motor Vehicle Administration will not issue a learner's permit to an applicant younger than 16 unless the student submits a completed Maryland MVA school attendance certification form.

The form must be completed by a school official or home-schooling coordinator, and must indicate no more than 10 unexcused absences during the prior school semester.
