There are nearly twice as many inmates in the Washington County Detention Center as there were when it opened in 1984.
Sheriff Douglas Mullendore says the jail doesn't have adequate staffing.
And inmates and correctional deputies say crowded conditions can make it tense inside the walls of the jail.
