Navy Lt. Cmdr. Joseph P. Leporati, a 1986 graduate of Middletown (Md.) High School, recently was awarded the Bronze Star Medal while serving as deputy director of Joint Personnel Recovery Center, Strategic Operations, Multi-National Force-Iraq, Baghdad, Iraq.

Leporati drafted the first Memorandum of Understanding to formally arrange future relationships between agencies and ensure future cooperation. The memorandum was the first operational agreement involving the FBI, CIA, NSA, Defense Intelligence Agency, Department of State, special operation forces and other agencies to specifically define and clarify the roles and responsibilities regarding hostage-taking situations.

Leporati also guided his subordinates, collaborated with interagency partners, developed sound courses of action, formulated operational plans and offered advice to senior officers while leading his joint team in more than 17 kidnapping crises. His dedication, decision-making skills and assistance directly affected the successful recovery operations of more than 70 personnel listed as missing or captured.

Leporati joined the Navy in June 1986.
