MVA handles licenses and registrations

Hours: Monday through Friday from 8:30 a.m. to 4:30 p.m. for all services; Saturdays from 8:30 a.m. to noon for driver's license services only.

Road tests are performed by appointment. To schedule an appointment, call 1-888-212-4709.

At the Maryland MVA, residents can get and renew driver's licenses, get Maryland identification cards and get and renew tags, among other MVA services, including voter registration. Motorists also may donate their vehicles to charity.


The MVA does not register boats, but does register boat trailers. Forms to title new or used boats may be downloaded from the Maryland Department of Natural Resources' Web site at

New Maryland residents have 60 days from the time they move to the state to get a driver's license and register their vehicles. New residents must pass a vision test in order to get a license.

Motorists who wish may participate in the MVA's Organ Donor Program. Upon applying for or renewing a driver's license, motorists can elect to become organ donors.

Motorists may download applications for commercial driver's licenses, driver's licenses, and vehicle registration forms, among others, from the Web site.

Vehicle emissions tests are performed at a different site, at 12100 Insurance Way, off Md. 144, west of Hagerstown.
