Timothy J. Tosten

Hagerstown native Timothy J. Tosten has been named executive officer of the Fogarty International Center, the component of the National Institutes of Health (NIH) concerned with global health research.

Tosten, 38, is the son of John and Naomi Tosten. He is a 1987 graduate of North Hagerstown High School.

In his new role, Tosten oversees all of the center's administrative operations, including financial management of its $60 million budget, information technology, general administration, ethics and procurement. He also manages the Lawton Chiles International House, a popular NIH venue for scientific meetings and other gatherings.

Previously, Tosten served as associate director for administration in the Division of Intramural Research Programs of the National Institute of Mental Health, also part of the NIH.


Tosten, of Urbana, Md., earned a bachelor of science degree in political science from the University of Maryland-Baltimore County, and a master's of public administration from the University of Baltimore.


Karl Bryant, of Fairfield, Pa., has joined Mlend as a mortgage consultant (loan officer) at the company's Chambersburg, Pa., office.

Melissa Drury has joined Mlend as a mortgage consultant (loan officer).

Drury, of Mt. Airy, Md., has worked in banking for eight years.

Don Giffin was Mlend's top producer in July at the Chambersburg retail operation.

July's top producer in the Shepherdstown, W.Va., retail operation was Michele Payton.

July's top producer in the Middletown, Md., retail operation was Niko Negas.

Hagerstown Trust

Sheryl Greenwald has joined Fulton Mortgage Co., a division of Hagerstown Trust Co., as mortgage sales manager.

In this position, she will assist Hagerstown Trust customers and the Tri-State community with their mortgage needs.

Greenwald, of Hagerstown, has worked in various mortgage positions for 18 years. She is certified in first-time home buyer education and Maryland bond loans. Most recently, she was the branch manager of Mercantile Mortgage LLC.

MultiMedia Communications

MARTINSBURG, W.Va. - David Welch, president of MultiMedia Communications, a Martinsburg-based marketing, advertising, and public relations firm, was named host of "Panhandle Live," a morning talk radio show on WEPM-1340 AM.

The show is heard from 9 to 10 a.m. on weekdays.

Welch succeeds Chris Strovel, who has gone to work as an aide to U.S. Rep. Shelley Moore Capito.

Unlike Strovel, Welch will not assume the double duty of news director. Welch has been the acting host since Strovel's departure on July 12.

Partners In Pediatrics

Bruce E. Weneck, M.D., a board-certified physician with Partners In Pediatrics in Hagerstown, attended the 29th annual Pediatric Primary Care Conference at Virginia Beach, Va.

The program workshop included skin disease, ear infections in the infant and pediatric gynecology.

MARTINSBURG, W.Va. - Three attorneys with the office of Martin & Seibert, L.C., have been listed in the 2007 edition of Virginia Super Lawyers magazine.

For the first time, the publication included lawyers from West Virginia.

Those listed are Clarence E. "CEM" Martin III, Walter M. Jones III and Susan R. Snowden, all shareholders with Martin & Seibert.

Martin is a third generation member of the firm, which was founded by his father, Clarence Martin, in 1908.

He focuses his practice on complex litigation, from novel theories of liability to catastrophic or mass tort damages.

Jones, the firm's managing shareholder, practices mainly in the area of class action litigation and its related discovery.

Snowden practices in the areas of insurance and employment law litigation, with an emphasis on class action defense.
