Resident asks city to pass 'poop scoop' law

Laurel Street resident Mary Haines on Tuesday told the Hagerstown City Council that the city needs a "poop scoop" law to make residents clean up after their dogs.

She said the alley by her residence was cluttered with dog droppings.

"The concept (to pass an ordinance) is so simple, I don't see what the hitch is," she said.

In addition, Haines said the city needs a leash law to prevent dogs from attacking humans and other animals.
