HORSEHEADS, N.Y. - William E. Allan, 53, of 322 Spring Creek Drive, Horseheads, N.Y., passed into the light of God's healing love on Friday, July 6, 2007.

He was born Dec. 4, 1953, in Martinsburg, W.Va., raised in Maugansville, Md., where he attended primary schools and graduated from North Hagerstown High School. He was an alumni of Susquehanna University in Selinsgrove, Pa. and Mansfield University in Mansfield, Pa. Bill received his AA degree with Honors Caliber (1989) and BA degree Magna Cum Laude (1991) at Susquehanna University. He held membership in the International Honor Society in Social Science Pi Gamma Mu, the Pennsylvania Gamma Chapter at Susquehanna University and the National Honor Society in Psychology, where he was regularly initiated into the Psi Chi Chapter at Susquehanna University. Bill received his MA degree from Mansfield University in Mansfield (1993).

Bill was a Certified Critical Incident Stress Debriefer. After graduating from Mansfield University, Bill's professional career began as a Behavior Specialist with St. Joseph's Hospital in Elmira, N.Y.; EAP Clinical Coordinator with Affiliated Psychological Consultants in Elmira; Behavior Specialist with Steuben ARC in Bath, N.Y. and currently a Mental Health Counselor and Crisis Specialist with Family Services of Chemung County in Elmira and a per diem Chemical Dependency Counselor with S.T.A.R.S./New Dawn at St. Joseph's Hospital in Elmira.

Our beloved Bill is survived by his parents, Thomas B. and Mary Ann Allan of Maugansville; aunt, Audrey Morningstar of Saxton, Pa.; cousins in the Pennsylvania area; and a very special friend, Lisa Diaz of Elmira. Bill will be greatly missed by his colleagues, clients and friends.

A memorial service for Bill will be held Saturday, July 21, at 2 p.m. at North Presbyterian Church, 921 College Ave., Elmira.
