COLUMBIA, Md. - Phyllis (Hicks) Utterback, age 70, of Columbia, Md., died Monday, July 16, 2007, of pneumonia at the Howard County General Hospital, Columbia.

Born Sept. 18, 1936, in Greencastle, Pa., she was the daughter of Alvin A. Hicks of Greencastle and the late Catherine (Statler) Hicks.

She and her husband of 48 years, Harry K. Utterback of Columbia, were married in August 1958.

Mrs. Utterback taught at Laurel Senior High School from 1958 until 1960, and after a 15-year hiatus raising three sons, she returned to the work force as a test developer for the Howard County School System. She retired from the Howard County School System as supervisor of assessment in 2001, after 25 years of service.


Mrs. Utterback received her Ph.D. in education from the University of Maryland in 1990.

Phyllis served on the Alumni Board of Directors for Gettysburg College for two full terms of six years. She was also a member of the board of the Howard Community College Endowment Foundation serving on several committees.

She was an examiner for the national Baldridge Quality Awards for the past six years, a member of the Board of the Maryland State Quality Awards and served as a consultant to the Horizon Foundation.

In addition to her father and husband, she is survived by three sons and two daughters-in-law, Stephen T. Utterback of Sharon, Conn., Matthew E. and Mary Margret Utterback of Shanghai, China, and Andrew H. Utterback and Susanna M. Cowan of Columbia, Conn.; five grandchildren; one sister, Lee Witmer of Harrisonburg, Va.; two brothers, Kermit Hicks of Greencastle, and Roger Hicks of Riverton, Wyo.; and numerous nieces and nephews.

A visitation will be held at the Witzke Funeral Home, 5555 Twin Knolls Road, Columbia, on Friday, July 20, 2007, from 3 to 5 p.m. and 7 to 9 p.m., and on Saturday, July 21, 2007, from 8:30 to 9 a.m. with a memorial service commencing at 9 a.m.

Another memorial service will be held on Saturday, July 21, 2007, at 1 p.m. from the First United Methodist Church, 45 N. Washington St., Greencastle, with Rev. Stacy Crawford officiating. A visitation will be held one hour prior to the service at the church. Burial will be in the Cedar Grove Cemetery, Chambersburg.
