Videos uncovered in home of suspect

HAGERSTOWN - Washington County Sheriff's Department investigators found several videos last week when they executed a search warrant at the home of a man charged in connection with the kidnapping and rape of an 11-year-old girl in May, Investigator Greg Alton said.

Police now are searching for four different women who appear in what Alton describes as "peeping Tom-type" videos.

Officers found the videos on June 14 when they executed a search warrant at 238 Hager St., where James Ellis Hackey Jr., 39, has lived with his brother for the past two years, Alton said.

Investigators need help in identifying the women in the videos and have provided descriptions. All of the women are described as white, and the videos were taken near apartment buildings, condominiums or town houses, Alton said.

A woman with a tattoo on her tailbone appears in one of the videos. The tattoo is dark purple or black and is in the shape of a wing design, Alton said.

A woman with short blonde hair and glasses appears in another video. The woman at some point plays with a small child, probably a girl between the ages of 3 and 5, Alton said. The curtains on the window are lace and have some sort of floral design, and the bed is a sleigh-style bed, he said.

A woman in a third video has a butterfly tattoo on her right buttock, Alton said.

The woman in the fourth video has shoulder-length blonde hair. A computer that appears in that video has a screen saver picturing a man holding a baby standing in front of some kind of lake or body of water, perhaps near mountains, Alton said.

Investigators have additional videos they have not yet viewed, Alton said.

Whoever took the videos obviously was videotaping through windows, Alton said.

Most of the videos were shot in the early-morning hours when people would have been getting ready for work, but some of the videos were shot at night when some of the females were sleeping, Alton said.

Hackey was charged with 17 counts, including two counts of rape and one count of kidnapping, after allegedly sexually assaulting an 11-year-old girl after taking her from a bedroom at Oak Ridge Apartments on Downsville Pike in the early morning hours of May 10.

Along with the rape and sodomy charges, Hackey was charged with four counts of sexual assault, one count of sodomy, one count of unnatural and perverted sexual practice, one count of abduction, one count of assault, one count of Peeping Tom, two counts of theft and three counts of burglary, according to a sheriff's department press release.

Two of the counts against Hackey - rape and sexual assault - each carry a maximum sentence of life in prison if he is convicted.
