Washington County officials awarded a bid for the purchase of $16 million in public improvement bonds to Merrill Lynch & Co., the low bidder at 4.216 percent.

The bids were opened online and approved Tuesday. The bonds will be allocated for capital projects throughout the county.

Four of the commissioners voted to approve the bond sale. Commissioner William J. Wivell was out of the room when the vote was taken, but said he wanted to go on record as opposing the issue "because of the dollar amount."

Allocations of the money include:

· $691,045 for public facility projects and issuance cost

· $5.5 million for infrastructure projects, including communication equipment, road construction and drainage improvements

· $5.8 million for school construction and relocatable classrooms

· $2.7 million for solid waste projects

· $1.2 million for projects at Hagerstown Regional Airport
