Development gets early OK

WAYNESBORO, PA. - More than 200 single-family houses received preliminary approval from the Washington Township (Pa.) Supervisors on Monday, after the elected officials attached stipulations to make the development more pedestrian-friendly.

The 231 houses are proposed by Countywide Development on farmland at the intersection of Tomstown Road and Pa. 997.

Washington Township Boulevard, a $14.3 million relief route being built north of town, will intersect with Pa. 997 in the area, eliminating a section of Tomstown Road.

The township planning commission recommended 28-foot-wide roads in the development with four-foot walkways. The supervisors asked that pedestrian access be improved to a commercial lot at the intersection of the boulevard and Pa. 997.

Supervisor John Gorman pushed for pedestrian walkways for the houses that would front Tomstown Road.

"Everyone else has a safe way to get to the boulevard, but these folks do not have a safe way to get to the boulevard," he said.


That request will have to go to the Pennsylvania Department of Transportation because Tomstown Road is owned by the state.

In other business, the supervisors agreed to look at noise ordinances adopted elsewhere.

Residents of North Garfield Street Extended put together a petition asking for an ordinance to restrict noise like that from car stereos.

"There was another request from the Beartown area," Gorman said, adding that he has glanced at ordinances from the Borough of Waynesboro and Shippensburg, Pa.

"These are towns, and obviously the housing is more dense. I haven't seen any ordinances for townships," Gorman said, although others mentioned an ordinance from Greene Township, Pa.

Township Manager Mike Christopher said the ordinance should be written in a way that protects farmers from complaints about their plowing or livestock noises.

The supervisors also accepted a contract with California-based Artifex, whose services are not to exceed $10,000. The company is designing three conceptual plans for a skate park at Pine Hill Regional Recreation Area on Mentzer Gap Road.
