Act 1 efforts take a beating at the polls in Franklin Co.

CHAMBERSBURG, Pa. - The only place a proposal to raise the earned income tax received support in Franklin County, Pa., was Chambersburg, where voters in at least eight of the school district's 28 precincts supported it with wide margins.

Chambersburg Area School District's seven-tenths of a percent hike to the earned income tax was leading 3,825 to 3,554 as the Franklin County Election Board was finalizing its figures late Tuesday.

Voters for the first time were given the option of raising their income tax courtesy of Act 1 of 2006.

Outside of Chambersburg, individual precincts in the county were narrowly split on whether to support the initiatives, but voters overall rejected the idea.

When election results had been posted from 61 of 69 of the five school districts' precincts Tuesday, the referendum questions had been voted down in all but 11 precincts countywide.


The margin of difference between YES/NO was often less than 10 votes.

Each school district posted its own question on ballots, with the proposals ranging from sixth-tenths to eight-tenths of a percent hike in the earned income tax. The increases would have resulted in property tax cuts of approximately $300 for qualified owner-occupied homes.

The Chambersburg Area School District already collects an earned income tax of half a percent.

About one in four voters turned out for Tuesday's primary election, according to unofficial statistics released by the Franklin County Election Board.

Residents in the Fannett-Metal School District not only refused to raise their earned income tax, but they voted against the school district's request for an additional 8.53 mills of property taxes. The district asked for the property tax hike to compensate for the state only giving permission for it to raise taxes by 4.4 percent.
